The Functions of Transformation Unit:

  1. Intergovernmental Relations(IGR)

    Create and promote good and sound intergovernmental relations between all spheres of government within the district.
    Managing the coordination of Intergovernmental Relations by strengthening the existing partnerships within spheres of government.
    Coordinate the establishment and functionality of all IGR structures within the district and manage the conduct of Intergovernmental Relations.
    Promote relationships with a wide range of stakeholders, through multi-sphere dialogue.

  2. Performance Management

    Managing the establishment of the Organisational Performance Management System and managing the review of Service Delivery and Budget Implementation Plan (SDBIP) in line with the IDP.
    Organising Quarterly Organisational Performance review meetings and reporting on Organisational Performance through Quarterly Reports and Annual Report.

  3. Service Delivery Monitoring and Evaluation

    Managing the Development and implementation of an efficient, effective and economical district Monitoring and Evaluation system.
    Monitor, report and give recommendations on approved projects and verify progress reports through project site visits and other mechanisms.
    Managing of service delivery indicators, data collection, collation and verification process within the district Municipality and report to different forums.
    Collection and updating the service delivery data and create a service delivery database to be communicated to different stakeholders.

The Functions of Internal Audit Unit:

Internal Audit is an independent, objective assurance and consulting activity designed to add value and improve organization's operations.
It helps an organisation accomplish its objectives by bringing a systematic,
disciplined approach to evaluate and improve the effectiveness of risk management, control and governance process.

  1. Assurance services

    Assurance Service is an objective examination of evidence for the purpose of providing an independent assessment on risk management,
    control, or governance processes for the Vhembe District Municipality (VDM).

  2. Consulting service

    Consulting Services are the advisory and related client service activities,
    the nature and scope of which are agreed with the client and which are intended to add value and improve the VDM's governance,
    risk management, and control processes without the internal auditor assuming management responsibility.
