SANITATION




Sanitation Background

Vhembe District Municipality as the WSA has the responsibility of providing the sanitation services to the communities. Sanitation refers to the principles and practices relating to the collection, removal or disposal of human excreta, household waste and refuse as they impact upon people and the environment. In this study sanitation refers to the pit toilets with vent pipes and a fly screen or the toilets which are easier to clean which must be provided to the poor people at the rural areas where water is scarce (DWAF, 2001: 19).

VDM has the backlog of approximately 143 519 households without sanitation facilities. Presently household sanitation is provided to the indigent people as we have the limited budget which can cater everyone. Sanitation is a dignity and human right. As the District we provide the Ventilated improved latrine and health and hygiene education. In our projects we encourage involvement of the local people as the labourers and local suppliers are also employed by the Service Providers appointed by us.

Projects implemented

  • 2003/4 DWAF transferred R3,343 million for sanitation and 1200 units were completed in 3 LMs- Makhado Municipality :
    • Makhado Municipality was allocated - 580 units.
    • Mutale Municipality was allocated - 160 units.
    • Thulamela Municipality was allocated -460 units.

  • VDM also budgeted R1.5million and 660 units were completed in 2003/4 Financial year - Mutale Municipality was allocated 150 , Makhado Municipality was allocated 300 units and Thulamela Municipality was allocated 210 units



  • 2004/5 DWAF transferred R8732 000.00 & R2,5 million and 3 643 units were completed- Mutale was allocated 603 units , Makhado Municipality was allocated 1220 units and Thulamela Municipality was allocated 1220 units all were completed and Musina Municipality was allocated 600 units with the budget of 2,5 million



  • 2005/6 financial year VDM budgeted R12,4 million and 3 204 units were all completed - Thulamela was allocated 1314 units with the budget R4,9 million , Makhado Municipality has completed 1300 units with the budget of R4,5m and Mutale Municipality has completed 800 units with the budget of R3m



  • We also budgeted R12,6m in 2006/7 financial year and 3130 units are completed - Thulamela Municipality has completed 1229 units with the budget of R4,8m , Makhado Municipality has completed the allocation of 1210 units with the budget of R 4.8 m and Mutale Municipality has completed 691 units with the budget of R2,8m



  • In 2007/8 financial year R26 million is budgeted and 6100 units were completed - Thulamela Municipality was allocated 2300 with the budget of R9,950.000 all the units were 100% completed , Makhado Municipality was allocated 2300 units with the budget of R9.950.000.00 the units are 100% completed and Mutale Municipality was allocated 1500 units with the budget of R6100.000 -00



  • 2008/9 Financial year the district has allocated R60m for the sanitation implementation - Mutale Municipality was allocated 4000 units with the budget of R20m , Makhado Municipality was allocated 4000 units with the budget of R20m and Thulamela Municipality was allocated 4000 units with the budget of R20m
