Mr Makumule M.T. holds the following tertiary qualification:

- BA Degree (1987 - 1989),
- BA (Hons) (1993 - 1995)
From: University of the Witwatersrand
- Master of Science in Development Planning (MSc DP) (1996 - 1998)
- Research Topic: Causes of Homelessness in South Africa and possible Planning strategies to address this problem
From: Institute for Housing and Urban Development Studies/The Erasmus University, Rotterdam, Netherlands
- Degree in Master of Arts (MA) in Urban Management (2000 - 2001)
- Research Topic: Upgrading of informal settlement with special reference to Weilers Farm, The role of Local Government in service delivery

- Post Graduate Certificates of Executive Leadership in Municipal Development Planning
Mr Makumule Masala Thomas worked as a Lecture from 1998 - 1999 (Durban Institute of Technology) Department of Town and Regional Planning.
1999 - 2002 he worked as a Chief Planner (Limpopo Department of Land Affairs) meanwhile as a part time Lecture from 2001 till to date (University of Venda).
He then join Mutale Local Municipality in 2002 till 2003 as Senior Manager: Technical Services & Development Planning.

The job purpose of a municipal manager should provide for:
- Leadership and direction of the administration of the municipality through effective strategies to fulfill the objects of
government in the constitution, 1996 and any other legislative framework that governs local government;
- Fostering relationships between the Municipal Council
and the administrative arm of the municipality as well as other key stakeholders; and
- Creating an environment that defines the purpose and role of local government
as a means to involve people in shaping the future of communities
